Simple Theyre afraid of making a mistake.
Theyre afraid of failure.
you should probably be careful of perfectionism paralysis.

Dont wait for the perfect opportunity to come along to ask her out.
Instead, the next time you see/meet her ask her out.
If she says No you experience the lesser of the two above forms of pain.
So dont procrastinate do it!
