When the jogger pushed the woman, it looks like certain death.
She says 15 minutes later the jogger returned, running the other way on the bridge.
The woman attempted to get his attention but he did not acknowledge her.
Unfortunately, the joggers clothing and appearance is generic.

It was later reopened and then officially closed again.
